
St Stephen's Division - Cllr Stella NASH
A St Albans native, Stella Nash has served as a county councillor for the St Stephen's District for four years. In that time, she has served as Chair of Planning and on the (Development Control) Committee South, Planning Resources Housing and Commercial Scrutiny Committee, and Employment Procedure Committee.
Stella is standing again to make sure you continue to receive the services you deserve from a well-organized and effective Conservative Council. She is committed to ensuring safe and clean streets, excellent schools and libraries, and compassionate care for the young, the elderly, and those in need. Together, we can keep our town a place to be proud of. With her experience as a Councillor, Stella has proven her ability to deliver real results.
London Colney District - James COOK
James Cook has lived in St Albans all his life, making the most of this historic city. He understands that residents of London Colney have endured increasing congestion and noise pollution for far too long, and discussions with locals confirm this is a pressing issue. He promises that within 100 days of being elected he will secure a traffic management survey of the local roads, with a view to delivering measures to reduce the volume of traffic.
James is deeply concerned about how spectacularly the Liberal Democrat-led District Council has failed to deliver. He fears that, if given control of the County Council, the potential harm they could cause to Hertfordshire would be devastating.
St Albans East Division - Richard CURTHOYS
Richard Curthoys served as a District Councillor from 2015 to 2020, and during that time, he was passionate about Planning and assisting residents in navigating the often tricky planning laws, which could sometimes feel overwhelming. Richard strongly believes in protecting our Green Belt while ensuring we build affordable housing to help young people stay in the area.
Richard is focused on revitalising our city and high streets first before expanding into green spaces. If elected, he would commit to working tirelessly to protect our countryside for the next generations to enjoy.
St Albans North Division - Don DEEPTHI
Don is a proud resident of St. Albans, where he has happily lived for over 35 years with his wife and two daughters. He cares deeply about our community and is committed to addressing concerns over the Lib Dem administration’s rushed Local Plan, which could result in thousands of houses being built without properly considering local voices. Increasing parking charges to cover their mismanagement is not only unfair to residents but also harmful to our city’s economy.

St Albans Central Division - Ambrose KILLEN
A former policeman of 30 years, Ambrose Killen grew up in London Colney. He is a member of the NHS Research Ethics Committee for Herts. He is also a member of the Ver Valley Society, the Herts and Middx Trust, and the Conservative Environmental Network.
Ambrose is committed to preserving the Green Belt, open spaces, and chalk streams, and is a member of the Ver Valley Society. He opposes superficial ‘Greenwash’ policies and advocates for meaningful improvements to roads, pavements, and the urban environment.
Marshalswick & Colney Heath Division - Frances LEONARD
Frances Leonard has lived in Marshalswick for many years and, until 2022, was a ward councillor for Jersey Farm and Sandridge. She served on many council committees, including planning and scrutiny, and gained a huge insight into the district as a whole in her term as Mayor. Frances knows the area extremely well, and has always worked hard to represent and help all residents.
A 'common sense' Conservative, Frances is committed to improving the lives of residents whilst at the same time ensuring that taxpayers' money is spent wisely. She is a champion for the environment and, if elected, wants to make our community an even cleaner and greener place to live.
St Albans South Division - Graham LEONARD
Graham Leonard has been a passionate Parish councillor, truly enjoying his involvement in our local community. He has made a huge difference as part of the Sports and Recreation Committee, taking care of important assets like sports grounds and children’s play areas. He also serves on the Planning Committee and has lent a hand in various working groups, tackling tasks like ragwort removal, hedge laying at Woodland Park, and pond clearing in Damson Way.
Graham will be an involved and approachable Councillor who listens to your concerns and focuses on what matters to you. He’ll work hard to address the key issues and do his best to make our city an even better place to live.
